Two PayPal cards, two very different mechanics
PayPal Debit Card and PayPal Cashback Mastercard share a brand and a $0 annual fee, but they aren't really the same kind of product. One is a debit card with a rotating high-rate category; the other is a flat-rate credit card with a checkout-specific bonus.

PayPal Debit's headline 5% only applies to one category you pick each month, capped at $1,000 in spend ($50 max reward per month, $600/year). Outside that single category, it earns nothing — a real, easy-to-miss gap compared to cards that pay a baseline rate everywhere plus a bonus on top. PayPal Cashback Mastercard has no category to manage at all: 1.5% on every purchase, stepping up to 3% specifically when you check out using PayPal.
Debit card, not credit card
PayPal Debit is exactly what its name says — a debit card that draws from a linked bank account or your PayPal balance, with no credit check and no credit line. It won't build credit history, and there's no revolving balance to manage. PayPal Cashback Mastercard is an unsecured credit card issued through PayPal's banking partner, subject to a credit application and capable of building credit like any other card.
A redemption change worth knowing about
PayPal discontinued cash-out redemption for PayPal Debit's rewards points after August 1, 2026. The points are now modeled at 1 cent each only when redeemed toward an eligible PayPal checkout purchase — there's no longer a path to pull them out as a cash deposit. PayPal Cashback Mastercard doesn't have this wrinkle; its cash back is a straightforward cash reward from the start.
Who should pick which
- Don't want a credit check, or want spending tied to funds you already have: PayPal Debit is the only option of the two, and its 5% category can beat 1.5-3% if your spend concentrates hard enough in one category and stays under the $1,000/month cap.
- Want a simple, unconditional rate with no category to remember: PayPal Cashback Mastercard's 1.5% floor, with 3% as a bonus rather than the whole story, is easier to plan around.
- Buy a lot through PayPal checkout specifically: the Cashback Mastercard's 3% there is the highest rate either card pays on uncapped spend.
